The International Convention on Standards of Training, Certification and Watchkeeping for Seafarers, 1978 was amended in 1995 and now contains mandatory standards applied to training and competence internationally.

Courses run at Lowestoft College are approved to STCW 95 standards where appropriate, and certification carries an approval notation.

5 Day STCW Basic Certificate Programme
If you wish to commence a career at sea, this course covers the basic training required for all seafarers. If successful, candidates will be awarded certificates for four individual subjects in accordance with Section VI/1 of the STCW code. The Maritime & Coastguard Agency approve these standards.

The overall objects of this training is to give all persons intending to go to sea a basic knowledge of the immediate action to be taken upon encountering an emergency aboard ship, and an overview of the safety regime that exists within the Merchant Navy.

  • Elementary First Aid
  • Fire Prevention and Fire Fighting
Assessment during the course will be practically based, by observation of basic skills learned and practiced during the 5 days training.

Advanced Fire Fighting (STCW)
This training is one of the modules required for career development as an officer in the Merchant Navy.

The objective of the training is to give all trainees sufficient knowledge and understanding to enable them to:
  • Control fire fighting operations aboard ship
  • Organise fire parties
  • Conduct training for fire crews
  • Inspect and service fire detection and extinguishing systems and equipment
  • Investigate incidents involving fires, and complie reports.
To achieve these objectives delegates will be given the opportunity to correctly use and maintain all the relevant fire fighting equipment commonly found on board ship. Realistic scenarios involving smoke, flame and heat and larger fires will be conducted.

If successful, candidates will be awarded a certificate which meets the performance criteria laid down for advanced fire fighting in accordance with Section A-V1/3 of the STCW code, and elements 7.1, 7.2 and 7.3 of Unit M7 of the Merchant Vessel SNVQ. It wil also contribute evidence of achievement for Unit M18. The Maritime and Coastguard Agency (MCA) approve the standards contained within the course.

Pre-requisites

Candidates must produce evidence of a minimum of 6 months sea service (discharge book or similar), a valid Fire Prevention and Fire Fighting certificate.

    Automatic Radar Plotting Aids (ARPA)
    Introduction

    This course is aimed at Masters and Officers in charge of a navigational watch, serving or intending to serve in vessels fitted with ARPA equipment, who have not received training as part of another programme (e.g, ENS or NARAS). The aim is to provide training in the principles and practical operation of ARPA equipment, and in interpretation and analysis of the information obtained from this equipment.

    Content

    The course has a high practical content, enabling the officer to effectively us ARPA equipment as a safe aid to navigation and collision avoidance through an ability to:
    • Follow procedures for operating the equipment and maintaining the display
    • Obtain and analyse the data provided
    • Take action as required for the safe conduct of navigation based on correct interpretation and anaysis of ARPA data
    Assessment is continuous throughout the course and will involve simulator exercises on ARPA equipment. The course makes use of the first-class radar, ARPA and navigational simulator facilities available within the centre.

    This course has a duration of three days for those with previous experience and who hold a Radar Operator's certificate or who have attended a Small Vessel Navigation and Radar course.

    For delegates without such experience we offer a two-day pre-ARPA course to give the necessary introduction.

    Bridge Team Management
    Introduction

    A 5 day MCA approved course meeting the requirements of STCW’95 A-11/2-6 and B-VIII2-5 (Part 3-1)

    The training is essentially practical, utilising the full mission bridge simulator to provide a medium for contextual experiential learning. Workshops and casualty investigations in the classroom complement this.

    Efficient Deck Hand (EDH)
    This course is designed to meet the latest standards of the MCA for the issue of an EDH or AB certificate (see pre-requisites, below). Successful candidates can apply for examination as Efficient Deck Hand or Able Seaman, depending upon the length of sea service.

    The course includes practical training in all elements of seamanship:
    • Rope and wire handling
    • Anchors and mooring techniques
    • Opening and closing cargo hatches
    • Cargo gear and rigging
    • Gangway and Pilot ladders
    • Watchkeeping and other duties
    Assessment is continuous during the course, with a final practical and oral assessment on the last day.

    Pre-requisites- Efficient Deck Hand
    • Attained the age of 17
    • Evidence of at least 12 months services in a deck capacity, of which at least 25% must have been served on vessels (other than fishing vessels) of 100 tons or more
    • Steering or Watch Rating Certificate
    Able Seaman
    • Attained age of 18
    • Evidence of at least 36 months service in a deck capacity, of which at least 25% must have been served on vessels (other than fishing vessels) of 100 tons or more

    Fire Prevention and Fire Fighting (STCW 95)
    This course forms part of the basic training as a pre-requisite to a career at sea.The objective of the training is to give all persons intending to go to sea a basic knowledge of the way in which fires are caused and the precautions to be taken to minimise the risk of fire in ships.

    Candidates will conduct practical fire fighting exercises using the equipment commonly found on ships. Exercises will also entail the use of self-contained breathing apparatus.

    Progress on the course will be monitored by continuous assessment throughout

    If successful, candidates will be awarded a certificate, which meets the performance criteria laid down for fire prevention and fire fighting in accordance with Section A-V1/1 of the STCW code. The training forms part of the requirements for basic training for seafarers employed or engaged as part of the ship's complement with designated safety or pollution revention duties. The training must be undertaken before new entrants are assigned to any such shipboard duties. The Maritime and Coastguard Agency (MCA) approve these standards.

    Pre-requisites

    There are no specific entry standards, other than those required for entry to the Merchant Navy. Candidates must be aware that this course is physically demanding, involving live fire fighting and the wearing of breathing apparatus.

    Navigation Aids and Equipment Simulator Training (NAEST) Operational to STCW Convention 78, as amended (Manila Amendments) A-II/1
    This course is mandatory for candidates that want to hold a certificate of competency as officer in charge of a navigational watch in accordance with regulations A-11/1 of the STCW 78, as amended convention.

    The aim of the training at this level is to equip the trainee officer with the fundamental knowledge and skills required to maintain a safe navigational watch, and use electronic navigational aids to determine vessel position and use the equipment for safety of navigation in anti-collision modes.

    The course has a high practical content enabling the candidate to acquire and demonstrate proficiency in the operation of specific elements of equipment in relation to the role of Watchkeeping officer. Candidates will be studying the principles of operation and demonstrate the practical use of:
    • Electronic Chart Display Information Systems (ECDIS)
    • The LORAN-C navigational system
    • GPS and DGPS satellite positioning systems
    • Echo Sounder and electronic log
    • Marine Radar and ARPA (Automatic Radar Plotting Aids)

    • Effective bridge Watchkeeping and teamwork procedures Assessment is continuous throughout the course and will include observation, simulation, roleplay and oral/written assessments. Successful candidates will receive an MCA certificate. The course makes use of navigational equipment, ARPA and navigational simulator facilities available within the centre.


    Course length and frequency

    The course is of six weeks duration, full time attendance. Alternative dates for specific Client’s requirements can be arranged upon request.

    • Have an absolute minimum of 6 months sea-time in a deck capacity
    • Have a Discharge Book or other proof of the above sea-service.

    Personal Safety and Social Responsibilities – to STCW 95 Standards
    If you wish to commence a career at sea, you will need to do this training as it forms part of the basic training required for all seafarers. If successful, candidates will be awarded a certificate which meets the performance criteria laid down for Personal Safety and Social Responsibilties aboard Ship in accordance with Section V1/1 of the STCW code.

    The training forms part of the requirements for the basic training for seafarers employed or engaged in any capacity on board ship on the business of that vessel as part of the ship’s complement, which designates safety or pollution prevention duties in the operation of the ship. The training must be undertaken before new entrants are assigned to any such shipboard duties. The Maritime and Coastguard Agency approve these standards.

    The objective of the training is to give all persons intending to go to sea a basic knowledge of the immediate action to be taken upon encountering an emergency aboard ship and an overview of the safety regime that exists within the Merchant Navy.

    This is a full time, one-day course, commencing at 0830 hrs. Assessment during the course will be practically based, by observation of your basic skills, learned and practised during the days training.     Personal Survival Techniques (Basic Sea Survival) to STCW 78 as amended
    This is a statutory, one-day course for those entering the Merchant Navy and fishing industries. The course follows a standard programme.

    The course delivers a basic knowledge and practice of survival techniques and principles that can be applied to maximise the probability of survival following a marine casualty.

    The course will address the following:
    • Actions prior to abandonment of the vessel
    • Basic principles of survival
    • Types of survival equipment provided on board ships
    • Training and drills
    • Correct use of the lifejacket and entering the water from a height
    • Launching of a liferaft. Righting of a capsized liferaft
    • Wet and dry boarding of a liferaft. Bringing aboard an injured casualty

    Small Vessel Navigation and Radar
    This course is intended for users of radar and navigational aids in small vessels. This includes Merchant Navy and Fishing Vessels personnel who do not require statutory certification at present. The course aim is to encourage the efficient use of radar and navigational aids, and to update knowledge in small vessel operations.

    The course will be conducted making extensive use of simulation facilities for the running of a series of practical exercises. The following topics will be covered:
    • The principal of safe navigational watchkeeping
    • The use of radar and other navigational equipment, including the correct setting-up procedures
    • The use of radar plotting aids
    • Basic chartwork
    • Selection of appropriate navigational data
    • Use of radiotelephony
    • Effective bridge watchkeeping organisation
    • Weather reports and forecasts
    • The planning and execution of passages in open waters, including the use of relevant navigational publications
    The exercises will be intensive and representative of real situations. They will be tailored to the maturity and experience of the student group and will seek to promote high standards of safe navigation and watchkeeping. Group discussion and analysis will follow each exercise and will be recognised as a significant contribution towards achieving the aims of the course.

    The student's performance and understanding will be monitored throughout the course. A certificate, approved by the MCA will be issued to those successfully completing the course.
